Prof Wang Changling, Secretary of the International Society Digital Earth submitted the following sad news from China which I would like to share also with the Hungarian GI/RS community. I personally met Prof. Chen at the ISDE-4 Symposium held in Tokyo and I was deeply impressed by his enormous contribution to the development of the R+D and applications of GI/RS also reflected by the introduced book entitled "Geo-Information Science and Digital Earth" published by Science Press.

"It is with my great sorrow and regret to let you know that our respected and renowned ISDE EC member, Prof. Chen Shupeng passed away at 20:05 on Nov. 25, 2008 at the age of 88.
Prof. Chen was a great scientist both in China and in the world. He was respected a father-figure person in China both in remote sensing and GIS fields. Further more, I need to say that he was one of the founders of the International Society for Digital Earth, and had played important role in advancing digital earth both in China and in the world.
Immediately after the speech of Mr. Al Gore in 1998, the Chinese Academy of Sciences organized several meetings to discuss the concept of Digital Earth, and Prof. Chen was one of the key scientists on supporting the Digital Earth.
In April 1999, he published a book "One Hundred Questions about Digital Earth" by Science Press, Beijing, and a paper "Digital earth as a global strategy and its master point " on Journal of Remote Sensing, China; "Digital Earth-challenge and some thoughts" on Remote Sensing Information ;
"Earth Observation and Digital Earth - Understanding and Development", Chen Shupeng and Guo Huadong. The 20th Asian Conference on Remote Sensing，1999.
At the 1st International Symposium on Digital Earth in Beijing, he presented "Geo-Graphic Information Science and Digital Earth",
In 2001, he published "Digital Earth Monitoring for World Forest" in Journal of Remote Sensing, China
At the 1st International Workshop on Geobrowser held in December 2002 in Beijing, he presented "Digital Earth in Progress";
In 2003, he wrote a chapter "Remote Sensing Applications and Digital Earth" , published at Science Press in China, Science Press";
In 2003, he published a paper "Digital Earth: Co-constructing and Sharing" at Scientific Consult, China
In 2003, at the 3rd ISDE in Brno, Czech Republic, he presented "Briging over the Digital gaps for sustainable development"
In 2004, he published a book with 740 pages "Geo-Information Science and Digital Earth", Science Press.
In 2005, at the 4th ISDe in Tokyo, he presented "Grid System for Digital Earth"
In 2007, He wrote "Digital Earth in Support of Global Change Research" with Co-author Prof. John van Genderen, which was published on the Inaugural Issue of the International Journal of Digital Earth. This paper was written when he was in hospital for his heart-attack treatment.
Above is only some of his publications for his work related to Digital Earth. From this you can see what a huge amount of great support he did for digital earth activities.
Prof. Chen was an advisor of the Development Strategy Committee of the Center for Earth Observation and Digital Earth, CAS, and he paid great care to the 6th International Symposium on Digital Earth to be held next year in Beijing. It was Prof. Chen who led a group of scientists on writting the Beijing Declaration on Digital Earth during the 1st ISDE in Beijing, which made series of International Symposium on Digital Earth as well as Digital Earth Summit become important events in the world, which aims to advancing the digital earth development and enabling digital earth to benifit all citizens in the world.
Prof. Chen's passing away is a great loss to the digital earth communiies in the world, and also to his family. His knowledge, character, personality and scientific contribution to the world will be with us forever...."

"On October 1, 2008 at 06:37:16 UTC, THEOS - THailand Earth Observation System
was launched successfully from the Yasny, Russia by the Russian DNEPR-1 rocket.
After the rocket was launched from the underground silo, its four engines were
ignited, sending the rocket skyward directly to space. The satellite separated from
the rocket successfully and was deployed in a sun synchronous orbit at an altitude
of about 820 km.
The THEOS satellite payload features both high resolution in panchromatic mode
and wide field of view in multispectral mode which has been tailored to Thailand's
specific needs with a worldwide imaging capability."

The interdisciplinary Hungarian IYPE Committee met to evaluate of the National Opening Event of the International Year of the Planet Earth today. Chaired by Dr. Károly Brezsnyánszky, the Committee discussed the follow-on actions including important international and domestic conferences such as the HUNGEO (ELTE, Budapest, last week of August), as well as the joint event of the IYPE and the Year of the Bible (Sopron, October 16-18, 2008). The recommendation of HUNAGI representative to consider to take part on the Digital Earth Summit hosted by the GFZ in Potsdam by a HAS delegation under the aegis of IYPE was unanimously together with the idea to integrate the anticipated FAO/CEN/ISO conference to be held in Budapest in December in the series of the IYPE programmes.

Gyula Bíró, Director General of the Geodézia Zrt, distinguished member of HUNAGI announced in his presentation delivered on the first day of the Digital Cadastral Map Conference in Budapest the name change of MFTVE to MFGVE i.e. the Hungarian Society of the Enterpreneurs in Surveying and Geoinformatics. Lectures and Exhibitions with field training in Budapest between April 17-20

The 4-day interactive exhibition devoted to the Geosciences and the International Year of the Planet Earth attracted about 6000 visitors last week, mainly school groups and families.

In the field of geography, cartography, thematic mapping, geoinformatics and Earth observation the following institutions attracted the visitors: ELTE TTTT, FÖMI, OMSZ, MTA TAKI, MTA GGKI and MAFI, all members of HUNAGI. Interesting pilot project using novel PSInSAR technology to detect surface movements was displayed as a joint work of ELGI and FÖMI. Opening of the event was participated by Prof. de Mulder, International Program Director of the nternational Year of the Planet Earth. Both events are being offered to the international GIS community – in particular:

scientists;

The main purpose of the International Symposium is to present results accomplished so far by the CASCADOSS Project partners, such as outcomes of an assessment of available FOSS4G tools and solutions, and to demonstrate the most promising and useful applications. In what way open-source software can foster use of GI technologies (particularly in reference to the GMES Programme) in the public sector?
How the existing GI standards contribute to the development of open-source applications?
What are the current trends in this area?

Innovative approach generated GI users in a magnitude of hundreds of millions worldwide

Ed Parsons, the Geospatial Technologist of Google explains the simple but great realised vision of Google: organize the world's information geographically. The Google GeoWeb Search is actually a compliementary approach to the development of Global Spatial Data Infrastructures.

During the lunch, the experiences with HUNAGI blogs operated by Google's blogspot engines were discussed with Ed Parsons, in the cirlcle of Bruce McCormack, Vice-President of EUROGI and Leuven Catholic University representatives Ms.Katleen Janssen and Danny Vandenbroucke. This latter is the responsible for the monitoring of the development of NSDI in 32 European countries between 2002 and 2007, the so called "INSPIRE State of Play" It was mentioned, HUNAGI was just asked by MoEW to provide a service to complete the questionnaire related to the European survey.

Transport hubs are nerve centers of our modern mobile society and rapidly become economic centers - the new "Airport Cities" are remarkable examples.Where many people come together information and knowledge is shared and new ideas are created, and so airports, train stations, motorway rests become knowledge- and innovation hubs. The international conference REAL CORP 008 focuses on these 21st-century-transport- and innovation-hubs that are exceptionally challenging for urban and transport planning, architecture and real estate development.

The Board Meeting elected the new executive staff members of the Association. In third consequtive cycle, Dr. Miklós Herdon was re-elected as President. HUNAGI and MAGISZ keeps close ties as Partner Associations. HUNAGI invited lecturers for the SDI/GI for logistics in the theme food traceability and call for joint actions with other HUNAGI members to arrange an Open Day devoted to the International Year of the Planet Earth in Autumn this year.

CEOS WGISS-25 starts in China on 25th of February

In the spotlight: Megacities and SDI
The event devoted to SDI and Megacities will be actively participated by Dr. Szabolcs Mihály, DG of FÖMI (presenting the case of Budapest) and Dr. Béla Márkus, Dean of the Faculty of Geoinformatics, West Hungary University, Chair of the Commission 2 of FIG. Both institutions are member of HUNAGI. The Hungarian e-media will be represented at the event by Dr. Szilárd Szabó Editor of Térinformatika-online.
FIG Commission 3 under the Chairwomenship of Dr. Chryssy Potsiou has a Working Group on Spatial Data Infrastructure chaired by Paul Kelly from Australia. Hungary participation in the WG is provided by HUNAGI (representing also EUROGI in Cap Sounio, 2007) and FÖMI (now in Valencia, 2008). HUNAGI provided assistance to establish contacts in order to involve Mexico City and London (via Board and ExCom members of GSDI and EUROGI respectively).
At a short meeting of DG of FÖMI and SG of HUNAGI on 15th February in Budapest, the IYPE document on Megacities released by the International Year of the Planet Earth at the Global Launch Event hosted by the UNESCO HQ earlier this week was submitted to dr. Szabolcs Mihály.

IYPE Global Launch Event starts tomorrow

UNESCO will host the Global Launch Event of the International Year of the Planet Earth starting tomorrow.
The hungarian Delegation headed by Dr. Károly Brezsnyánszky, Chair of the National IYPE Committee will consist
representtives of MÁFI, GGKI, West Hungary University (all member of HUNAGI) and an award winner student. Also the Hungarian e-media representative, namely the Editor in Chief of the Térinformatika-online will be present.
More news will follow on Wednesday depending on Internet connectivity.

Upon arrival in the French capital, an appointment was agreed with Mr. Francois Salgé, member of the ExCom of EUROGI and management board member of AFIGEO, the French sister society of HUNAGI. Mr. Salgé is member of the Interministerial Committee on Geoinformation called CNIG which keeps liasions with the stakeholders in France. CNIG has a role also in the implementation of INSPIRE in France. The talks covered the IYPE Global Launch Event which will start tomorrow here, the connection of the French INSPIRE Committee and CNIG/AFIGEO, recent institutional changes and some policy actions in geoinformation.

eSDI-NET+ project meeting in Rome

Orchestrated by Joao Geirinhas of EUROGI, responsible for the Work Package 2 devoted to Best practices in SDI implementation a workshop was hosted by Prof. Mauro Salvemini of the La Sapienza University of Roma on 4-5 February, 2008. With invited external experts including former EUROGI and GSDI President Prof. Ian Masser the methodology on the selection criteria of the SDI best practices have been discussed.

HUNAGI member institutions Corvinus University and the INSPIRE expert of the Ministry of Environment and Water Mr. D. Mikus provided contributions for the Secretary General of EUROGI. The findings of the workshop will be presented at the next eSDI-Net+ Consortium Meeting. HUNAGI will report on it.

The Authors Ferenc Horváth, responsible for the development and maintenance of the database and Zsolt Molnar, program leader are with the Insitute of Ecology and Botany of the Hungarian Academy of Sciences, The Institute is member of HUNAGI since many years and was the 1st prize winner of the GSDI Association's Small Grant Program some years ago.
The MÉTA, a grid-based, satellite-image supported and multi-attributed vegetation mapping method and database has also user interface on the Internet. Its portal has been chosen by HUNAGI as the Portal of the Week last year.

Dr. Chaoying HE of the National Geomatics Center of China, Assistant for Scientific Program Committee, ISPRS Congress 2008 informed HUNAGI today, the submitted abstract of the contribution paper entitled
"Role of interdisciplinary networking in SDI supported actions towards sustainable development"
has been accepted as an Oral Presentation by "WG IV/1 - Spatial Data Infrastructure".

Hungarian proposal: IYPE Declaration should include SDI

The draft Paris Declaration was commented by request of the IYPE (International Year of the Planet Earth) Secretariat with the intention to make the role, importance and scope of the development of SDI visible in the text of the Declaration. Also the related information systems and services (which includes the data acqusition, information management, analysis and visualisation and their technologies as well) was explicitly emphesized.
..." Production of a global, digital and publicly available information system of the subsurface, based on the current OneGeology Project and the recently launched United Nations Spatial Data Infrastructure (UNSDI) to ensure better geospatial information access and interoperability between information systems and services related to the Earth's subsurface, surface, hydrosphere and atmosphere. "....
After the suggested change has been submitted to the IYPE Secretariat through the Hungarian Committe on IYPE, HUNAGI consulted with the Secretary General of the EuroGeoSurvey who not only agreed with the proposal (recommending the use the word biosphere instead of surface, hydrosphere and atmosphere) , but made additional significant enhancements in the original sentence. EUROGI, GSDI, UNGIWG, FGDC and DG JRC was informed on the HUNAGI proposal for comments as well. It is expected, a second version will be submitted via the Hungarian IYPE Committee in the following days.
Meantime the Executive Director of the IYPE Secretariat Eduardo de Mulder and the Chair of the IYPE Board Larry Woodfork invited the Secretary General of HUNAGI, member of the Hungarian IYPE Committee (chaired by Dr. Károly Brezsnyánszky) to take part on the Global Lauch Event of IYPE hosted by the Headquarters of the UNESCO scheduled for 12-13 February.
Péter Gresicki, Secretary General of the Hungarian National Commission for UNESCO, member of the UNSDI HUCO Steering Committee and the IYPE National Committee sent a recent publication of UNESCO entitled "Planet Earth: From Space to Place". More information:

Hungarian contribution to the GSDI-10 Conference

The Hungarian member of the GSDI Board will present a Liasion Report for the Board Meeting will be held in St. Augustine on the relation with CEOS WG Information Systems and Services as well as the GEOSS/GEO. Also the impact and potentials of the UNSDI, the Digital Earth and the International Year of the Planet Earth (IYPE) will be mentioned in the Appendix of the Report. The Conference will provide good opportunity to share experiences of the Hungarian Land Administration gained through its ICT-related development towards the Digital Land Offices with special emphasis on the capacity building for the staff members and their clients.
Some Members of HUNAGI from the Land Administration branch including the Institute of Geodesy, Cartography and Remote Sensing (FÖMI, www.fomi.hu), the Budapest Land Office (BLO, www.takarnet.hu , www.foldhiv.hu), the University of West Hungary, Faculty of Geoinformatics (UWH Geoinfo, www.geo.info.hu) and the ICT Development Project of the Land Office Network at the Dept of Land Administration, Ministry of Agriculture and Rural Development (www.fvm.hu) contributed as co-authors to the paper and its presentation in the Session on Land Administration at the GSDI-10 Conference. The paper can be downloaded from the www.gsdi.org website.
The presentation will address the issues related to the development and applications provided by the SDI-based Land Administration and Geoinformation sector.
Additional Hungarian contribution is scheduled in the GSDI-10 Session devoted to the Group of Earth Observation System of Systems, which is annotated in the program as follows:

This session will involve a combination of short presentations and panel responses by parties that have been heavily active in the Group on Earth Observations and the Global Earth Observation System of Systems. Among the speakers will include Ivan Deloatch with the US Federal Geographic Data Committee, Alessandro Annoni with the European Commission Joint Research Council (EC-JRC), and Robert Thomas from Compusult who will provide a private sector perspective on the various initiatives. Moderators and respondents will include, among others, Doug Nebert of the US Federal Geographic Data Committee and Gabor Remetey-Fulopp (Hungary) who is the GSDI Association official liaison to GEO/GEOSS."
